    a. Office of Scientific Research and Development was established by executive order with Vannevar Bush as chairman and J. Robert Oppenheimer as chief scientist.
    b. Its primary purpose was to coordinate the American scientific effort to develop radar, proximity fuses, sonar against submarines and an atomic bomb.
